The Challenge Ahead
This paper is the first substantive output of an Independent Review of Growth-Capable Devolution. It marks the point at which the review moves from gathering evidence to setting out its emerging diagnosis of the challenges facing England’s strategic authorities, and the questions that must be answered if they are to become the institutions the country now needs.
