Mike Emmerich

Mike Emmerich is a founding director of Metro Dynamics. Before that, he was Chief Executive of New Economy in Manchester, which became part of the institutional core of the Greater Manchester Combined Authority. He led and stewarded the Manchester Independent Economic Review and saw its translation into delivery, including work on the Transport Innovation Fund, Enterprise Zones and the creation of the Greater Manchester Investment Fund, before leading the first Greater Manchester devolution deals alongside Sir Howard Bernstein.
 
Earlier in his career, Mike worked at the Centre for Local Economic Strategies, Ernst & Young and HM Treasury. He was also a senior adviser to the Prime Minister, working in the No. 10 Policy Unit.

Advisory Group
Deborah Cadman, Chair
Deborah Cadman chairs the Advisory Group. She brings senior experience of local government and combined authority leadership, including former chief executive roles at Birmingham City Council, the West Midlands Combined Authority and Suffolk County Council.
Will Burgon
Will Burgon is a Director at HM Treasury, where he leads the part of the Treasury responsible for local government and devolution. He brings direct experience of the fiscal and institutional questions that sit at the heart of growth-capable devolution.
Will Davis
Will Davis is Director for Devolution and Local Growth at MHCLG. He brings direct experience of the national policy machinery for English devolution and local growth, both from his current role and from his previous experience in HM Treasury.
Emma Lindsell
Emma Lindsell is an independent adviser and Associate at Metro Dynamics. She brings senior experience from HM Treasury, MHCLG and UK Research and Innovation, with particular expertise in economic policy, public investment and institutional capability.
Patrick White
Patrick White is Managing Director of Metro Dynamics. He brings practical experience of local growth strategy, major projects, investment partnerships and the governance needed to help places deliver. He was previously a director in the Cabinet Office and MHCLG as well as at the North West Development Agency.
Becky Shaw
Becky Shaw is Chief Executive of East Sussex County Council. She brings senior local government experience and a practical perspective on county governance, emerging strategic authority arrangements and the institutional capability needed outside the major metropolitan areas.
Rob Whiteman
Rob Whiteman is a former Chief Executive of CIPFA. He brings deep experience of public finance, public sector governance and local government leadership.
John Wrathmell
John Wrathmell is Group Director of Strategy at the Greater Manchester Combined Authority. He brings direct experience of the institutional, analytical and strategic capability that has underpinned Greater Manchester’s approach to devolution. He has played a leading role in the development of the deeper devolution arrangements for established mayoral combined authorities, including the single settlement.
